El argumento central del libro examina como varios grupos de la elite gubernamental han buscado construir mecanismos mas adecuados ante las exigencias de crecimiento y de modernizacion para contrarrestar el agotamiento del modelo de desarrollo intervencionista y populista, perceptible desde 1968. Este libro es la version castellana de "Mexique: une revolution silencieuse? elites gouvernementales et projet de modernisation, 1970-1995" publicado en Paris en 1999 por la editorial L'Harmattan. Su autora -Isabelle Rousseau- es profesora e investigadora en el Centro de Estudios Internacionales de El Colegio de Mexico.
