El que para unos es un terrorista, para otros es un luchador por la libertad. Este es el --aparentemente irresoluble-- dilema con el que empiezan o acaban las discusiones sobre lo que es el terrorismo. Sorprendentemente, esta situación de indefinición no ha impedido que se haya abierto la «cacería global del terrorista», en la que cualquier ciudadano ha sido reducido a la categoría de terrorista en potencia. ¿Cuál es la diferencia entre el activismo político y el terrorismo? ¿Cómo se distingue una asociación, una congregación religiosa o una ONG de una organización terrorista? ¿Qué diferencia hay entre un ataque de las fuerzas armadas estatales y el terrorismo? ¿Y entre una organización de tipo mafioso y una terrorista? ¿Es terrorismo la piratería? ¿Cuándo se convierte el contraterrorismo en terrorismo de Estado? Estas y otras cuestiones son abordadas a lo largo de este libro en el que, utilizando los postulados de la Teoría de Sistemas, se reconstruye una definición del terrorismo general, global, precisa y sencilla, para que los derechos civiles y las libertades políticas no acaben en papel mojado.
