Aunque hubo algunos pobladores en la bahía de Mazatlán desde los años treinta del siglo XVI, no hubo entonces fundación alguna, ni evento formal de repartimientos legales de terrenos, cuadras o barrios. El autor, después de minuciosas investigaciones, propone el 23 de marzo de 1792 como fecha oficial de su fundación, por ser el día en que se expidió la Orden Real para crear la gobernación de Mazatlán. El profesor García Cortés publica también en este volumen interesantes documentos sobre el tema.
