La autonomía en su laberinto. Crisis económica, transformación social e inestabilidad política en Cantabria (1975-1995)

El doble proceso de democratización política y acceso a la autonomía que compuso la Transición en Cantabria entró, a partir de la aprobación del Estatuto de Autonomía en 1981, en un período de inestabilidad política e institucional prolongado hasta mediada la década de 1990. Ello en el contexto de una crisis económica que obligó a una dura reconversión y que afectó a la mayor parte del tejido industrial, con significativas consecuencias sociales: desempleo, desestructuración, terciarización. Sobre ese movedizo suelo social se creó un sistema de partidos afectado por la inexperiencia, la inmadurez y la inestabilidad. Pero más allá de estos factores, la clave de bóveda que explica aquella profunda crisis institucional es el hecho de que las fuerzas que gestionaron la autonomía fueron las mismas que se habían opuesto a ella: las derechas que, divididas y enfrentadas, no poseían un proyecto autonómico con que afrontar los graves problemas que afectaban a la Comunidad Autónoma de Cantabria. The double process of political democratization and access to the autonomy that constituted the Transition in Cantabria entered, from the approbation of the Statute of Autonomy in 1981, in a period of political and institutional instability until the middle of the 90’s. It was in the context of an economic crisis that forced to do a hard reconversion and affected to the most part of the industrial fabric, with significant social consequences: unemployment, destructuring, tertiarization. Above this shifting social ground it was created a party system influenced by the inexperience, immaturity and instability. But beyond these factors, the keystone what explains that deep institutional crisis was the fact that the forces who managed the autonomy were the same that had opposed against it: the divided and faced right wing, that didn’t possess an autonomic project to confront the serious problems that affected to the Autonomous Community of Cantabria.
