En este libro se intenta definir el sindicalismo latinoamericano y se pone como telón de fondo la transición de los modelos de desarrollo que se observan en el continente. Se distinguen tres etapas históricas: la del crecimiento hacia afuera; la de la industrialización mediante la sustitución de importaciones, y la del capitalismo dependiente, cada una de las cuales está vinculada con las fases del desarrollo del movimiento obrero: la heroica, la institucional y la excluyente.
