La defensa marítima de los dominios españoles fue insuficiente durante el s. XVII, y con el cambio de siglo comenzó a preocupar seriamente a la Corona. Los nuevos tiempos exigían rehacer la marina y formar oficiales guerreros, que fueran también cosmógrafos y científicos. Pronto sobresalieron los vascos, que dirigieron expediciones cartográficas y de observación científica, defendieron el Mediterráneo contra los turcos y el Pacífico contra los corsarios, y mantuvieron a Inglaterra en jaque hasta la batalla de Trafalgar.
